RC3 has never "seen the light" and RC4 would confuse people...

I want to avoid ANY confusion at all, hence trashing the concept
or "tag" of RC3. IMO, it's safer.

I think it is now officially RC4 (RC3 is revoked).
All fixes are in and I can start to build for Windows.

Additionally I forced builds from our buildbots.

Do we have to call the new bits really RC4? Nobody hasn't seen RC3 even, 
not the mirros. when looking at the new included things I have the 
feeling that there is nearly nothing (please don't count peanuts here) 
but nevertheless increasing the RC numbering. But I don't see any reason 
for this.


So, please keep building but call it RC3 and upload as RC3.

That bugz is not reopened. If you would like it in, please
reopen and/or make a blocker for it.

If RC3 is OK and the votes are positive it could be the last RC.

The expat patch has been a release blocker (for RC2?) but Don did an
elegant fix later.

Nevertheless the minor version MUST be updated for RC3.

Well, if we can do without an RC4 everybody will be happier! At least 
version number and new dictionary (both one-liners) should be included 
in RC3, or we'll have another RC that we can't realistically vote on.


I realize it's a nuisance to rebuild, but uploading a new RC in a few 
days would likely be a bigger nuisance.

 - include Don's latest expat patch
