Microsoft supports only USERPIN, NETWPIN, and
USERNETWPIN not USERPINMAC, Panasonic ignores the security spec
completely.
Several phones implement the USERPIN only. Your
problem may be that the device doesn't support NETWPIN.

I remember correctly the device will look for the same "Encoding-Version" header with a 1.3 value in the reply from the GW. If it finds it, the WSP 1.3 hex codes will be used. If not the 1.2 codes will be used.
