I had different case with weird shebang in template: https://src.fedoraproject.org/rpms/redhat-rpm-config/pull-request/16 I think that the brp-mangle-shebangs script should be more careful with the shebangs. If the shebang contains slashes or some other weird characters, it should fail the build
