Orphaning Package: cfengine

It's been a long time since I've had time or interest to maintain the cfengine package in Fedora and EPEL. I've informally reached out through other channels and found a few interested parties, but nobody ended up actually stepping up to take ownership. So I'm officially orphaning cfengine in
