Hi,

This came up in the EPEL SIG meeting this week -- there seems to not be
enough awareness of the vacation calendar, because it's not really well
documented:

- it is mentioned in the non-responsive maintainer policy:

- it's basically a shared calendar on fedocal that anyone can write to,
so the format is undefined (though most entries start with a FAS name)
- https://apps.fedoraproject.org/calendar/list/vacation/
- it was a wiki table before, but looking at the history there really
wasn't much use

Should this be part of a contributor's onboarding flow too? Seems like
only old-timers and those trying to follow the non-responsive process
would run across the vacation calendar now, so the chance of the person
they're trying to reach having entered their vacation in the system
seems rather low.

Also, I wonder what tooling we can add around this. e.g. maybe we can
add this to pingou's fedora-active-user so it can both check if someone
is on vacation, and also enter someone's vacation status (prompt the
user for start+end date and some freeform explanation)
