Env-and-stacks WG yesterday

Did anyone forward the playground repo proposal on to FESCo?  FESCo needs to
know about things we are hooping to do in time for tomorrow's meeting
(officially, Monday, Mar 3... but discussion will start at the meeting
tomorrow).
