name bump from jsoncpp.so.22 to jsoncpp.so.24, during today.

flooded with "dependencies failed to resolve" notifications from Koshei.
I already filed an issue [1] with Releng and explained how to fix it.

json-c recently, I've patched [2] the package to fix the issue and
pushed updates for F3{2,1,0}. [3,4]

I'm going to update jsoncpp in Rawhide, which includes a so name bump.
I'll take care of bootstrapping CMake and rebuilding of all affected
packages during today.
There is an impact for third party repos, too, which needs to be handled
by them.
