The data are available, e.g in data entry. But in order to see them in GIS,
DV, or PT you have to first run analytics. This is normally set up to run
every night.

restart Tomcat.
Another option is to make a new folder called tomcat/webapps/dhis and unzip
the war file manually into that folder before starting Tomcat.
