form, if you want. The only thing I believe you cannot completely remove is
the small icon in the lower left corner: Powered by DHIS2.

This is quite common behaviour, but unfortunately, the error is only
available in the logs. You will need to get a copy of the logs while
performing the import to see exactly what is causing the process to
fail.

change if updated: untick it, click update, then open the Edit Program
Stage again. That field is still ticked.

the instance is a conversion
from a 1.4 data file, there might be an unknown issue related to the
conversion that does not get picked up by integrity checks etc.

There is no consistency across DHIS2 with regard to the data type used
for fields that typically contain (possibly relatively long) definitions
and descriptions.
For instance, a data validation NAME is specified as variable
character(230) - which is excessive (the standard
for this list, but a more searchable site than the
current mailing list (which admittedly is not always easy to dig through to
find a specific answer to a given problem)

Deleting a user who had designed one chart as part of a training
exercise did not work (user was superuser). The UI provided no clues -
the progress bar just continued ad infinitum.
