been taking a several minutes to complete upwards of 10 minutes, is this
expected?

Yes, Agreed totally. But my requirement is to display the value in the form
only. Not to enter a value. I think that is the purpose to have indicators
available in the Design Data Entry Form page.
In my case it is to used as a guide in data entry. I know that can be done
using validation rules,

If attempting to create a data element with a non-unique shortname via the
Web API in 2.20 build 19682, an exception is thrown instead of the error
and message being wrapped in JSON. This is breaking our app that now
expects JSON responses for all API calls as per the documentation for 2.20.

This can be done with program rules, but is not supported in the rules editor
yet. I can compile a 'rule package' that can be posted to the api that gives
this behavior.

resource don't return the translations of the data elements. However,
it did it in 2.18.
For the same API call, dataelements are translated in 2.18, but they
are not in 2.19.
