I translated it to Turkish and published on my blog:

planet got it from there, I'm posting it to the Turkish community. At the
moment I don't want to do something wrong on the Wiki. We'll take care of it

It seems khirano has made a pages for JA, so I copied the translation of
the manifesto.
But.. there are something weird around the links. It seems this
mediawiki acts a little different from that I know, e.g. Wikipedia.
When you push the Save page or Show preview button, the link will be
broken and mediawiki source will be rewritten into html like. (Even NL
or FR category, it happens now.)
I'll go and ask webs...@lo about this.

I didn't know the We Japanese Language Team has been born in
LibreOffice. Does anybody know where they are and where they are working
on making the official translation??

I have no idea but -most probably- you can reach Khirano via this blog:

By the way: Are you -Japanese community- making some efforts to join The
Document Foundation as a whole? I strongly advice to use current OOo
channels and to make a decision as a whole body. Then you can coordinate
things such as that translation. As an example, we, the Turkish community
made a declaration that we are supporting The Document Foundation and
tonight there will be an IRC meeting about what and how to be done.
