[OSGeo-Discuss] EU PSI Directive Survey - an OSGeo EU collaboration?

Dear all,
I would like to ask for collaboration in filling this online survey
http://ec.europa.eu/yourvoice/ipm/forms/dispatch?form=psidirective2010
by the European Commission about Public Sector Information (which
includes geodata). Rather than filling the survey as individuals, it
could be more meaningful to compile a compound survey based on input
from all European OSGeo members and chapters. This would give more
weight IMHO.

I have copied all the questions on this wiki page: 
http://wiki.osgeo.org/wiki/EU_PSI_Directive_Survey and it should be
quite easy to insert answers below each one.

The deadline is 30th November, please let me know if you want to help
with this task and whether it is OK or not to send the questionnaire as
OSGeo rather than as individuals.

Africa is looking a little blank on Alex's map :-)

My involvement with OSGeo started around 2005 when I kicked off the
Africa list, which now has 350 members. I lead the (still unofficial)
Africa / South Africa Local Chapter along with a a cabal of local FOSS
GIS enthusiasts and am on the National Council of the GIS Society of
South Africa as chair of the Open Source SIG. I led the bid for and
chaired FOSS4G 2008 in Cape Town. The fruits of that are being tasted
slowly but surely in the local industry as it demonstrated that there
are real alternatives. Developing economies such as ours and others in
Africa are arguably most in need of FOSS software and skills. I am an
outspoken FOSS GIS advocate and push to get our Government's FOSS policy
to mean something. OSGeo Charter membership would probably help most in
this role. I help run FOSS GIS open days and public training courses and
fly the OSGeo banner (literally) wherever I can. I have also just
started a FOSS GIS company where the OSGeo brand will play a vital
role.

 There's are quite a few ways to slice the data and I've only done some
 simple ones. Dividing by area or by population could be quite
 interesting. Email me if you'd like a copy of the spatialite database

 That said, representation is one good way to look at the candidates (By
 Tribe, Project, Gender, Location, Academic/Industry/NGO x Big/Small).
 However, I also think it's important to consider the importance of both
 work in the local setting and work at the foundation level since Charter
 Members are tasked with ensuring the stability of the Foundation and
 providing a helping hand to fostering of local chapters.

 So long as the OSGeo project officers email list is used sparingly, I 
think it would be valuable. We need to keep the signal to noise ratio 
high in order to ensure that project officers don't put emails into a 
folder which doesn't get read.


I suggest rules of:
* List is moderated for all external traffic.
* People on the list (project leads) can email it.

I agree it would be a good idea.  These would be the primary contacts for
committee chairs and project steering committees for the software projects.
Let's see what others say.  I have a private alias that I set up to do such
communications, but could push it into mailman quite easily too.

Hi Folks,

I have been with DM Solutions Group since 2000 in various capacities.  
Throughout that time I have been involved with a number of Open Source 
technologies (Geospatial or otherwise), in one form or another, including:

MapServer
Chameleon
MapLab
Fusion
kaMap

In the early 2000s I started out in application development.  This is where I 
gained my knowledge and understanding of how Open Source Geospatial 
technologies and communities worked.  As the needs of the company evolved so 
too did my role with the technology and its developers.  I eventually found 
myself as Product Manager for DMSG's various offerings.  In this capacity I 
have opportunity to help drive Open Source technology from the requirements of 
our product while still maintaining close ties to the community.

A few years back I helped Tyler work on the OSGeo Journal when it started out.  
I also helped organize the 2004 Ottawa FOSS4G (well, the MapServer Users 
Meeting  Open Source Geospatial Conference) and took part in OMSUG (both prior 
to and leading in to OSGeo) and then the OSGeo Ottawa Chapter.  I very much 
enjoyed working with the teams involved.  After a brief hiatus from a volunteer 
perspective to help tend to the newest member of my family I am once again in a 
position to actively engage the OSGeo community and help out where I can with 
the skills and knowledge I have gained throughout the years.

It would be an honor to render my service for shaping FOSS's future by
being a Charter Member of OSGeo. Having started my career with FOSS from
undergraduate level, with almost 8 years of experience of developing FOSS
(GRASS, R, QGIS, MapServer, KaMap, Open Jump, ATutor, Joomla, etc.

numerous computer algorithms and programs and train students/young
generations from the high school to graduate to research levels that would
add much more to the existing FOSS functionalities, usage and make it
competitive with the finest GIS softwares in the market.

I will lead FOSS to become stronger, more global, and more assertive, to
fulfill our vision of Advancing Technology for Humanity and would
collaborate on problems that are both technically interesting and
challenging to FOSS users. I stand willing and ready to help steer our
great volunteer society through the next technological revolution to
create a sustainable FOSS world.
