Dear OSGeo community,

It is with great pleasure to announce the official release of the Open Source 
for Geospatial Software Resources Platform for Geospatial Data Exploitation!
OSS4gEO is an initiative part of the Open Innovation framework at the European 
Space Agency and it was designed to lay the foundations for the community to 
maintain an open source geospatial software repository that functions as an 
extended metadata catalogue, curated by the community for the community. The 
initiative is supported by the European Space Agency and the first 
implementation was carried out by Terrasigna.
At this point, OSS4gEO registers over 400 FOSS projects documented within the 
[ecosystem](https://www.oss4geo.org/). Everything we've done (and why) so far 
is documented and made publicly [available](https://project.oss4geo.org/).

Join us online on the 11th of April, starting at 3:30 PM CET, when we will 
gladly share in an open and interactive discussion the results we’ve obtained 
during the 12 months of design, development and documentation of OSS4gEO, as 
well as our future plans. From 3:45 to 5:15, we will continue with FOSS best 
practices/directions/guidelines discussion.
The online event will be available as a Teams meeting. Note that registration to 
the Teams meeting in advance is necessary and can be done using this 
[form](https://survey.terrasigna.io/index.php/851345?newtest=Y=en). A 
meeting invitation with a Teams link will be sent on your registered email.
Note: asking questions and giving comments require attending the meeting

Anyone can ask questions to the candidates. If I am right, you
yourself have been very active on this process for the past years.
Were you not the one that asked what a GeoChica is or am I confusing
you with some other Jonathan? If I am confusing you with some other
Jonathan, my mistake. Maybe you are not aware of the transparency of
the process.

The process is transparent and public except on those two exceptions
that warrantee the process is going to be safe.

Dear OSGeo/FOSS4G Community,

Our civilization went through a major crisis in the last year. These
days, the world is still holding its breath, waiting for a
solution to the current COVID-19 pandemic. We were all scared and
worried for our family and friends and for our future. However, in time,
we learn how to cope with the situation and how to fight back. And we
have great hopes as the vaccination programs started to roll out across
the globe. Our community has to fight back as well and to find solutions
to continue with our activities. This is why our beloved event, the
global FOSS4G conference, must go on, in one way or the other. If
physical conference will not be possible, well... we must reinvent and
keep the FOSS4G spirit alive.

Today, OSGeo's Conference Committee is happy to announce that the call
for location for the

"Free and Open Source Software for Geospatial Conference 2022"

is open. The events is to be held in Europe or North America. Only in
case that we do not receive any appropriate bid from these parts of the
world, we will consider to accept bids from any region.

Historically, every FOSS4G bid was a great challenge for the LOCs. 2022
will add a bit extra. But, as an anime character once said "Hard work
betrays none". And OSGeo is committed to stand by the hard working LOCs
to provide all the needed support.

FOSS4G2019 Bucharest has in its foundation the belief that we live 
fortunate times having access to unprecedented technological and 
informational resources. For the first time in human history, we have an 
authentic opportunity to understand our changing environment and thus to 
make the right decisions for our future. True to our belief, we are 
launching today the EO Data Challenge, a competition inviting startups, 
developers, students and researchers to imagine and build valuable open 
source applications using large volumes of EO data and state-of-the art 
technologies. We are honoured to have as partners in this quest leaders

It is our honour to nominate Victoria Rautenbach for the OSGeo Board of 
Directors.


Many will know of Victoria’s effort and passion through several OSGeo 
educational activities, where she helps young students and young 
professionals become introduced to the OSGeo community of projects. She 
is both an administrator and mentor for this year’s Google Code-in 
contest (working with pre-university OSGeo students aged 13-17), and she 
has also been a mentor for the Google Summer of Code the past years 
(working with university OSGeo students).  She also helped with the UN 
OpenGIS initiative as well.


For her day job Victoria Rautenbach is a senior lecturer in the 
Department of Geography, Geoinformatics and Meteorology at the 
University of Pretoria, South Africa.


She is a member of the ICA-OSGeo lab at the University of Pretoria since 
its inception in 2012. She is very passionate about the use of open 
source in education and also the increased use of open source in 
developing countries. She teaches at the University of Pretoria and 
makes use of open source GIS products in all the Geoinformatics modules 
that she teaches.


She has organized a number of OpenStreetMap mapathons and arranged 
student team participation in open data quests in South Africa.


Victoria would be a great asset to have on the Board. Please welcome her 
onto the OSGeo Board of Directors.

I'm nominating Steve Feldman of the UK.  He has already confirmed to me
that he will accept the nomination but you can double check with him if you

Steven first became involved in OSGeo in 2012 when he was invited to chair
FOSS4G in Nottingham by the UK chapter. Since then he has been a Charter
Member, a former chair and now active member of the Conference Committee,
vice chair of FOSS4G UK, Treasurer of the UK chapter, has lead 2 Travel
Grant Programmes and has been an (at times noisy) advocate for OSGeo. He
brings an analytic and commercial focus and passion for the community to
all of his efforts on behalf of OSGeo.

I've had the pleasure of collaborating with Steven on various projects
through the years and can't recommend him enough.  He's logical, smart,
funny, enjoyable, hard working, effective, aware of the bigger picture, and
capable of completing the details.  He posses a depth of knowledge and life
experience of great value to OSGeo.  While possessing such background, he's
also relatable, cutting edge, and connected.  Steven also connects with
newer community members to include and mentor newer community members.  It
is with great enthusiasm that I nominate Steven Feldman for the OSGeo Board
of Directors!

It is my pleasure to nominate Tom Kralidis for the OSGeo board. The 
first time I met Tom was at the MapServer User Meeting in Ottawa in 
2004. This goes to show that Tom has a long-standing involvement in Open 
Source Geospatial.


He has been an OSGeo charter member since 2007. He has contributed to 
numerous OSGeo software packages, such as MapServer, GeoNode, QGIS, 
PyWPS and OWSLib, and he is the creator of pycsw. He is also on several 
Project Steering Committees (PSCs).


Tom is also a longtime member of the Open Geospatial Consortium (OGC), 
where he was the lead contributor to the Web Map Context specification, 
and is currently involved in development of the emerging Catalogue 
Services 4 standard.  Tom is a strong proponent of open standards as is 
evident in his numerous efforts as a developer and power user over the 
years with OSGeo tools.


Tom currently works at the Metereological Service of Canada.

Given his diverse background and dedication to open source and open 
standards, I think he would make a great OSGeo board member.

With roughly two hours before the board nomination deadline, we have 
only 4 nominations for 4 seats. From what I know, this is without 
precedent in our history. As CRO, I cannot comment on the apparent low 
interest for the most important decision structure in OSGeo. However, I 
know that it's in the best interest of our community to have a real 
competition for the board of directors. That's why I propose to extend 
the nomination deadline with one more week. I'm confident that this 
extra time will help OSGeo to grow the already strong candidate list for 
our board.

Malena is a long time member of the Spanish OSGeo Chapter (on the

member only this year. She has been working with the FOSS4G Argentina

including GeoChicas. She recently represented the Argentina Chapter at 
FOSS4G 2018, and joined the OSGeo Marketing Committee. She has a 
Technical Degree on Geographic Information Systems by the University of 
General Sarmiento and she has worked with the national SDI of Argentina 
for several years. She has been advocating for open source and open data 
for years both in her work and in her free time. Malena has inspired me 
a lot with all her work on the community of GeoInquietos Argentina and 
I'm sure she will be a great asset for the board. She is a strong woman 
with a free spirit, just what we need to fight for Open Source in 
Geospatial.

Nicolas is an active OSGeo member from Lyon, France.
He is using and promoting OSGeo and FOSS4G since 2006 and has developed 
a global approach of open source.

He is Charter Member since 2011 and Marketing Committee member since 2012.

I had the pleasure to collaborate several times with Nicolas since we 
have meet each other in 2010. As an example, he was a key person for the 
FOSS4G-Europe 2015 communication and marketing.


Nicolas co-founded ZOO-Project and is part of its PSC since 2009. He is 
also the creator of mapskin, the geospatial webfont.
He attended many FOSS4G events since 2008, for which he is often helping 
on organization and marketing.


Nicolas is maintaining an extensive network of users, developers and 
researchers within OSGeo and beyond, in the broader geospatial community.
Active at the chapter, conference and committee levels, Nicolas is 
strongly committed to open source and has inspiring visions for our 
foundation.


Given his strong experience, his international profile and excellent

I would like to nominate Michael Smith for the OSGeo Board election.

Mike works for the US Army Corps of Engineers Remote Sensing GIS Center 
of Expertise and has been a long time power user, supporter and 
contributor of MapServer, GDAL/OGR, PDAL and other OSGeo projects. He is 
a member of the MapServer and PDAL project PSC's and was actually one of 
the instigators behind the PDAL project, the GDAL of Point Clouds. He is 
also a FOSS4G regular and has not missed one since the 2003 MapServer 
Users Meeting AFAIK.


Mike has been active on the OSGeo Board since 2014 as treasurer. The 
great job that he does behind the scene as treasurer doesn't get noticed 
publicly by the members, but it includes several tasks and 
responsibilities which are instrumental to keeping OSGeo running smoothly.


In addition to his experience within OSGeo projects and its community, 
he also brings to the board the perspective of government organizations, 
which is a very important group of users and contributors of OSGeo software.


Plus, the voice of reason that he brings to the day to day operation of 
the board is also of great value.


All this makes him a perfect candidate to continue serving on the board.

[OSGeo-Discuss] [Election 2018] Charter Member elections results

Dear members of the OSGeo community,

After a period of approximately two weeks to vote, we close the 
elections[1] system to confirm and share the results.


*All* the candidates[2] are accepted as all of them were seconded by at 
least one existing charter member and no veto was raised


Hence, it's our pleasure to welcome our 35 candidates to the OSGeo
Charter Membership, increasing its size to a total of 427 individuals. 
Congratulations!


New members, we encourage you all, if not done already, to create/update 
a OSGeo Advocate profile to our wiki page[3] and to create an OSGeo 
profile page in [4] with a "website" link pointing to the OSGeo Advocate.


When approved by the OSGeo board, we will update the official list[5], 
publish the detailed elections results, pass to the secretary the 
revised contacts, and subscribe the new members to the charter-members 
list[6] as soon as possible.

Dear all,

It's time for the 2018 OSGeo Foundation Board Elections.

The nominations for the OSGeo Board of Directors started already
[1]. Please take a minute to understand what the board actually
does[2]. A director should plan to spend several hours a week on OSGeo
business in order to do a good job. The current board members will
know best.

To nominate a candidate for the board please first confirm with the
person that they would like to stand for election as a Board member.
Then send an email to c...@osgeo.org CCing the candidate by 23:59 GMT on 
Sunday 11 November 2018[3] consisting of:


- name and e-mail
- current country of residence
- a paragraph describing why you think this person would make a good
Board member.

Remember that only Charter Members are eligible for a seat on the
Board and for voting but that *anybody* can *nominate* a board member.

Candidates are encouraged to put their vision and ideas for their term 
at Election 2018 Candidate Manifestos [4] and sending them to Discuss 
mailing list for further conversation.

One more update. Due to some technical problems, the invitations to vote 
were delayed until last Thursday. What we propose to you is to extend 
the nomination seconding period until 28th of October (10 days instead 
of one week as it was originally planed). CRO will update the dates on 
the wiki pages.

electronic voting system and enable invitations/reminders via email.

I think I had something like 10-12 interactions on this subject. But is 
not that number but the fact that most of the people I discuss with had 
previous discussions in the local/project community they belong and that 
this critics have a larger number of supporters.

Let me make this clear: this issue and the way in which it has been raised, 
coupled with the white western board election results (concern about which I 
absolutely share), and also the unpleasant flavour of the board election 
through the situation with Jeff are making me question whether I should retain 
the charter membership I was so proud to attain.

Dear Tom,

I understand the way you are feeling and I know that are reasons for 
that. I remember that I had some hard time when I did wrote that part of 
my email. However, this was reported my many persons and I had to 
include this in my message. Anyway, I don't think that a single old 
OSGeo charter member will consider the new comers as lite members. The 
quality of the new members is proven by the important number of 
seconding messages and by the fact that no veto was raised. In the early 
years of OSGeo, the membership process was a very selective one and this 
was also a subject of criticism. I can understand why moving from one 
extreme to another can cause such reactions. Personally I'm very in 
favor of an inclusive system but one with an voting mechanism. This is 
something for the community and the board to decide. The actual system 
is also a big burden to the CRO (hundreds of emails and wiki edits) and 
also a stress for our mailing list.


I can only speculate why they did not used our mailing list to express 
their opinion. Most of them are old OSGeo members and I think they did 
not want to sound like they are contesting the membership process 
(already started) or that they contest the already nominated persons. 
Not a single one contested the persons that were nominated and I'm 100% 
sure that was a genuine care not to dilute the importance of our 
membership position. Also, most of the messages were not sent to CRO 
email but over IRC/Google Hangouts and some during face to face 
meetings, just before the elections, at FOSS4G in Boston.


I will conclude by reiterating again that all the critics were on the 
membership process and not a single one about the new members. Of 
course, those critics should not be expressed now, just before, during 
or after the nomination process, but immediately after the board decided 
to change the membership process. The board decided to make the change 
during the face to face meeting in Bonn in 2016 [1]. At that time, the 
board did a poor job in communicating this change to the community. 
Actually only those members that are manually checking the meetings wiki 
pages or the OSGeo Loomio instance were aware of the change. I was also 
a board member at that time and I would like to apologize for not 
communicating better.

As promised, a CSV with the vote log was published [1]. The election 
result wiki page [2] was updated with this info. The file is not 
necessarily pretty (e.g. columns names are ridiculous long). However, I 
did not want to make any edits on the raw export from LimeSurvey. Anyone 
looking into this file should be aware of at least two things:


- "Yes" means that the member voted for the nominee. "No" means that the 
member did not select the nominee in his vote. We had no procedure to 
vote against a certain nominee. "No" it's just the way LimeSurvey is 
recording the results.


- The file includes the "not finished votes". These votes were not 
considered in the final vote cont as the members did not finish the 
voting procedure.


I was hoping to also provide some kind of visual representation of the 
vote evolution. That is the reason for the vote log publication delay. 
However, other duties prevented to do so. If someone has good skills in 
this area, please do create a chart of the CSV file and let's as know.

[OSGeo-Discuss] Elections 2017 from the CRO point of view

Dear Board directors and dear members of OSGeo community,

This year elections [1] will end in less than 7 hours and it is time for 
me, as CRO, to make a short assessment and to issue a few recommendations.


As you all know, during the process we had a few situations that caused 
tension and discontent to an important number of our members. I will go 
through the most important ones.


1. This year membership process [2] was a very lite one. The basic rule 
for becoming a charter member was to be nominated by one existing member 
and to be seconded by at least one other existing member. This lite 
approach was in line with the new OSGeo Vision and Mission Statement 
which is focused on being inclusive [3]. However, during the nomination 
period, many of our members considered the new membership process way 
too inclusive/lite, causing a diminution in the importance of the 
charter member position. Another subject that produced criticism was 
related to the fact that some of the nominations were considered short 
in content and did not offer enough information on the "positive 
attributes" [4] that a potential member shall have. Finally, one of the 
charter member responsibilities [5], "Be aware of and protect against a 
takeover of OSGeo by single group or viewpoint.", was also a subject of 
dispute. My recommendations for the future board are to: (a) Change the 
existing membership process with another one more balanced, that assures 
both inclusiveness and a consistent weight for the charter member 
position. Of course, this new mechanism should be discussed with the 
community; (b) Impose a a very light template for the new nominations. 
This way, all the nominations will be consistent and comparable. (c) 
Rephrase responsibility no. 3 of the charter members. The meaning should 
be kept bu the wording should not sound that martial.


2. Jeff was nominated for the board of directors while was serving as 
co-CRO. Even if the nominee steeped down immediately from the co-CRO 
position, the access to the c...@osgeo.org was immediately cut-off and he 
never had access to the electronic voting system, criticism over the 
potential conflict of interest and elections credibility was raised. My 
recommendation for the board is to make a specific rule that a 
nomination/candidacy for/from a person that is acting as CRO or has any 
other role in the election management is not acceptable.


3. During the voting period Jeff sent a request to withdraw from the 
elections due to the negative feedback. This also started a vivid 
debate. My recommendation for the board is to create a clear rule 
stating that an accepted nomination cannot be withdraw after the start 
of the voting period. Of course, elected persons can always resign for 
various reasons.


Regarding the current status of the elections. 311 from a total of 390 
members voted (80%). Due to the final reminder sent today there are 
chances to improve the voting participation.


In my previous message I was proposing to accept Jeff's withdraw request 
but to continue the elections without any modification to the voting 
list. After more study on different voting systems and after going 
through your feedback, my decision and proposal for the board is not to 
admit the request from Jeff. Such requests are not possible in this kind 
of elections elsewhere. It is true that we have no specific rule for 
that in our bylaws. As I mentioned before, this should change. After the 
release of the elections results, and if Jeff is elected, it's up to him 
to decide if he goes on with the mandate or if he is resigning. This 
decision should be a very fast one, without further discussions on the 
mailing list, with all the possible arguments being already on the table.


The other option that the board can consider is to entirely restart the 
board elections cycle (or only the voting part for the remaining 8 
nominations). Even if this looks like the most correct way to go, 
looking on how the elections went before and after Jeff announcement, I 
can say, without disclosing anything about the final results, that the 
announcement did not changed the way people were voting. Of course, this 
is not a fact, is just my conclusion after looking at the trends. After 
the elections, beside the final numbers, I will also publish the 
evolution of the votes (every single vote and the timestamp, anonymized 
of course). Other important reasons for the board not to start new 
elections are: (a) The community is very irritated about this never 
ending stories and people are waiting to move forward and do the things 
we usually do. For most of them, the arguments for restarting the 
elections are not strong enough; (b) Four of our current board members 
are also running in this elections. Although that personally I have no 
doubts that each one of them will position/vote/decide correctly, only 
in the interest of the community, some objections on the 
position/vote/decision

Dear all,

I was just notified by one of our charter members (thank you, Jody!) 
about a mistake in the vote invitation email. The email contains this 
phrase "The deadline for this election is 23:59 GMT Tuesday 25th October 
2017". Of course, Tuesday is today and today is the deadline according 
with our official calendar. However, just to make sure no one is mislead 
by this phrasing, I will extend the voting period with 24 hours. Is my 
mistake and I would like to apologize for this as is adding more 
problems an an already complicated situation. Hopefully, more members 
will have the chance to vote. Until now, 277 from the total of 390 
charter members voted. Later tonight I will also publicly sent my 
position to the board on the situation caused by Jeff's request to 
withdraw from elections.

No. Votes are anonymized. Cannot be changed as we have no link between 
the user ID and their votes.

I had a quick search in the bylaws and as far as I can see, there's no 
provison for a candidate withdrawing during the election time.
For what is worth, in France for presidential election, once the 
candidatures have been approved as valid, a candidate can no longer 
withdraw (the election would be re-run only in the case where a 
candidate would die or some force majeure impeaching him). If there are 
laws of Delaware on the subject, they would probably be a better fit in 
that instance...
So my view on this situation would be to proceed to the end of the 
election with the initial list of candidates. And there are 3 possible 
outcomes:

* candidate wanting to withdraw is finally not elected. Life goes on
* candidate is elected, and immediately resigns. Then my understanding 
of bylaws ("Section 3.7. Vacancies") is that the remaining directors 
will elect someone to fill the seat

* candidate is elected, and doesn't resign. Life goes on

Re-running elections could result in a almost endless loop in case 
individuals organize a plot to propose candidates and that they resign 
during the election (until we go short of charter members to be 
elligible :-) And, in fact, nothing probably formally prevents a 
candidate that has withdrawned to be a candidate again...)

I fully agree with you that a complete restart is the fairest way to go. 
However, people are getting really tired with this subject and some 
already unsubscribe from this mailing list. Also, not sure if this 
should be my call or the board should formally decide on this. Probably 
should be me, as four of the board are standing for reelection. I know 
that most of you are irritated by the amount of emails that circulate 
this days on the mailing list but I would like to hear more opinions on 
this subject before taking a decision.

I appreciate your concerns related to OSGeo board elections. However, I 
have a few points to make. This year we had 2 CRO people, not just one. 
In your message on this topic you always make it sound like the CRO 
ended up in a conflict position and this is not entirely true. Actually, 
during the board meeting when the CRO position was decided I was the one 
stepping up for this role. During that meeting Jeff was invited to 
manage this year Sol Katz award so he was also present. Next topic item 
was the CRO, the moment when Jeff offered his help for CRO, as he did in 
most of the previous years. The log is available at [1]. The board 
motion was to have two CRO for elections. And Jeff did an wonderful job 
during the new charter members nomination process. Then, Jeff stepped 
down immediately after his nomination for the board members elections. 
He never had access to the electronic voting system (that was setup a 
week later) and his access to c...@osgeo.org email was cutoff a few hours 
later. Personally I share your position that a CRO should not be in the 
situation to be nominated for a position in the elections that he/she is 
managing. However, in this case, OSGeo had the position covered and the 
changes were done transparently. I know for a fact that Jeff din not 
think about a nomination when offered his help. It happen and he resign 
from his position to remove the conflict. At that moment I have asked 
Jorge for help for technical problems (not as co-CRO as this should 
require board acceptance and the time was short). All this elections 
discussions, starting with Jeff resignation, were performed through CRO 
email alias and I can make that public if any concerns regarding the 
impartiality/transparency of the elections are raised by you or by 
anyone else.

CRO is a very large and difficult job.  Yes, great thanks to the CROs.

opportunity for discussion. The board is in a strange situation during
elections, handing over control of the process to the CRO, and with 1/2 the
participants at the end of their term. If you track the most recent board
meetings several items have been deferred to the next board, so I understand
the board not feeling able to deliberate in the middle of elections.



Yes, the Board appoints the CRO(s) to run the elections for them.
While the Board can defer some things to future Boards (especially
future looking things), the Board is responsible for anything that
arises while they are on duty.


It is also important to trust the CRO to act in good faith on behalf of our
organization. I did speak up when I was concerned that member list had not
been updated and would interfere in the CRO performing their task - but that
was it.



I largely believe that once a task is delegated, that person has the
latitude to act.  In this case, I would have thought it was worth
deliberation and consultation with the CRO on how they want to run
elections that don't go exactly following the process.


This is a hard lesson to learn, when to deliberate and when to encourage.
Many of the deliberations about foss4g affordability were left until the
Boston F2F meeting, to avoid distracting from the excellent work being done
by the BLOC. If if well intentioned, deliberating during the course of an
activity can distract contributors and bring out feelings of "why bother". I
think this was the bickering referenced during the candidates debate
yesterday.

Finally as a candidate in this election I could not see a clear way to
deliberate the current election that would not be viewed as a personal
attack, or dismissed as campaigning.



This seems rather straight forward.  For the Board to deliberate this
manner fairly, directors like you who are running for reelection would
be obligated to show up for quorum and abstain from discussion and
voting.  The issue would be decided by the portion of the Board with
their term running until 2018 and those who are not running for
reelection.  But yes, I do see how you personally would be hampered
from really engaging this topic.

At the end of the first day of voting (I mean, end of the day for me, in 
Europe) we got exactly 100 votes (25.6%). I guess this is not bad. I 
encourage everyone to vote ASAP. After a number of reports, we know that 
an important number of members with Gmail e-mail accounts got the 
invitation in the spam folder. If you are using an Gmail account in your 
relation with OSGeo, please check your spam folder. On Monday I intend 
to do an effort an manually send voting links to all Gmail account that 
did note vote until that moment. You can save a lot of my time if you 
check your spam folder :)


Also, if you change your work place in the last year and you are not 
using the old email address please let me know to update our records. 
Generally is not a good practice to use your work e-mail address for 
your relation with OSGeo, as jobs can change with time. For the future 
elections I will recommend the board to change the new charter members 
nomination procedure and request the person who is nominating a 
candidate to forward the nominee personal email. This will save a lot of 
time for future CRO and will make the election process more smooth.

Hi Jody, Gert-Jan, Maxi, Steven and others,

I will start with Jody's message. It's true that the charter members 
list on the OSGeo website was updated only yesterday. However, this has 
no impact on the voting system which is not using the web page list but 
the tables from OSGeo Dropbox account. Those files were updated the 
second day after the end of the nomination process. Regarding the board 
approval of the new charter member list I would like to make a comment. 
The board was asked to formally approve the result of the nomination 
process. That means that the board acknowledge that the nomination 
process was carried out according with the rules. The board has no right 
to reject an individual membership if the nomination process was correct.


Regarding the request to extent the initial election calendar. Although 
personally I had no problem in grasping the information from coming from 
Jeff, I agree that some time may be required if new discussions will 
spark (especially because weekend started). However, I think we already 
had too much traffic on the discuss mailing list with this topic and 
this can scare some of our recipients. I'm ready to extend the deadline 
with *two days* but only to give a chance to people that are leaving for 
the weekend to read the emails and, eventually, respond. Please don't 
make this thread personally and refrain from posting redundant information.

Dear all,

It's time for the 2017 OSGeo Foundation Board Elections.

The nominations for the OSGeo Board of Directors start today
[1]. Please take a minute to understand what the board actually
does[2]. A director should plan to spend several hours a week on OSGeo
business in order to do a good job. The current board members will
know best.

To nominate a candidate for the board please first confirm with the
person that they would like to stand for election as a Board member.
Then send an email to c...@osgeo.org CCing the candidate by 12:00 GMT
on Sunday 08.10.2017[3] consisting of:

- name and e-mail
- current country of residence
- a paragraph describing why you think this person would make a good
Board member.

Remember that only Charter Members are eligible for a seat on the
Board and for voting but that *anybody* can *nominate* a board member.

Last years, the nominated persons were asked, after public nomination, 
to write some kind of manifesto about their plans for their term [4].

This is not mandatory at all but a good starting point for discussions
and to let the community know what are your ideas about the
Foundation.

After a period of three weeks, we close the membership process to
confirm and share the results.

*All* the candidates[1][2] are accepted as all of them:

- were nominated by an existing charter member;
- were seconded by at least one charter member;
- no veto votes registered.

Dear all,

I'd like to let you know that all the nominated persons got seconded (no 
veto recorded) and after the board formal approval they will all be 
officially recognized as OSGeo charter members. However, because of the 
large number of nominations, we a slight delay in our 2017 elections 
initial schedule. That's why I propose you to postpone until next Monday 
the start of the new board members elections. This will give us time to 
properly update the charter member database and for the board to 
validate the new members. Also, due to the high number of emails managed 
by the CROs during the last weeks, one nomination was not processed. We 
would like to express our most sincerer apologies for this unfortunate 
situation. To fix this, we propose to make an exception, to accept the 
nomination and to allow 24 hours for the community to review/second the 
nomination.

Ben is system architect and project manager of Harvard WorldMap [1], an 
open-source infrastructure to support collaborative research around 
geospatial information.  Ben is also leading a team to build an 
open-source global registry of web map services (Harvard Hypermap [2]) 
and another to develop the Billion Object Platform [3], which supports 
interactive exploration of billions of spatio-temporal things. As a 
member of the Boston Local Organizing Committee and the Program 
Subcommittee, Ben helped put together the International FOSS4G 2017 
conference this August.

I would like to nominate Mohammed Zia for charter membership.

Zia is a GeoSpatial Developer at the National Innovation & Research 
Center for Geographical Information Technologies in Turkey. As part of 
his PhD research in Geomatics Engineering, he is making extensive use of 
FOSS4G technologies in the study of vehicle routing, including the use 
of OpenStreetMap data and Mapbox for visualization, and published his 
algorithms as open-source [1]. He presented his results at the 
International FOSS4G 2017 conference this August. Zia also served as the 
co-chair of the FOSS4G Academic Program Subcommittee and co-editor of 
the Conference Proceedings, and was essential to organizing the review 
of and the selection of the submitted academic papers. He also 
participated in moderating the presentations there and was an important

Ben Caradoc-Davies is a longstanding member of the GeoServer community - 
first with his role at the Australian research group "CSIRO" and more 
recently as a independent contractor from is native New Zealand.


As a contributor Ben has demonstrated excellent leadership (volunteering 
with the GeoServer Project Steering Committee and GeoTools Project 
Management Committee) and mentoring of new contributors by answering 
questions, offering encouragement, backed by kind words and constructive 
reviews.


Ben is exceptionally generous with his time: willing to take on the day 
to day challenges of running a project, leading meetings, issuing 
multiple releases a year, and stepping in for emergencies. The team has 
come to depend on Ben's dedication to quality watching out for the build 
servers and monitoring the travis automated builds.


Ben is also takes on some of the harder open source challenges for the 
foundation as a whole. In my time as an OSGeo board member Ben has 
helped clearly articulated our legal questions, and taken part in 
meetings with our legal council.


I also had the privilege of organizing a foss4g-au event with Ben and 
follow his open source advocacy work in Australia.


Although it is perhaps not a character reference I personally appreciate 
Ben's coding and communication skills. His ability to contribute code in 
a consistent, professional manner, and his communication skills make 
working on the GeoServer project that much easier.

[OSGeo-Discuss] 2017 membership process update

Dear all,

Please let us give you some updates on the membership process (charter 
members nomination) [1]. Until now we got 50 nominations. 40 nominees 
already confirm the nomination and that was reflected on this mailing 
list and the New Member Nominations 2017 wiki page [2]. Please be aware 
that the table is not reflecting yet all the endorsements received by 
the nominees. It's quite challenging to keep up with that. This 
information will be updated during the weekend and one more time before 
the nomination period end. Also, the user profile link was not included 
for the nominees.  This will also be reviewed during the weekend. Some 
people raise concerns about the phrase "be aware of and protect against 
a hostile takeover of OSGeo". The reasons for this wording were 
explained by some of our colleagues here and the subject will be 
included in one of the next board meetings. That's all for the moment.

Dear Vasile


I strongly support the nomination of Daniele Oxoli as a young enthusiast 
advocate of open source GIS software, promoting OSGeo and open source 
through his active participation as presenter (FOSS4G Como 2015, Paris 
2017) as well as assistant of the local organizing committee during 
OSGeo events (FOSS4G Eu in Como 2015 and also Bonn 2016).
I have known Daniele since years, starting from his master thesis, and 
he has always demonstrated tireless dedication to research and promotion 
of open source principles.
He is currently employed as researcher and PhD student at Politecnico di 
Milano where he is continuing providing excellent solutions with FOSS4G 
as well as introducing undergraduate students to the use and philosophy 
of open source and open data (he is the Vice President of the 
PoliMappers Association). Moreover, he is also contributing in software 
development through the implementation of a QGIS plugin dedicated to 
spatial statistics (Hotspot Analysis).

Please, welcome Daniele as an OSGeo Charter member.

Bastian organizes the publishing of our conference recordings at TIB AV 
Portal [2]. These are recordings from FOSS4G [4], FOSSGIS [5], FROSCON 
[6] and other conferences and for example the GRASS video from 1987 
spoken by William Shatner [7].


Bastian cares for the long term availability of OSGeo material, 
especially videos such as conference recordings but also research data 
or proceedings:
- works on improving the discoverability and visibility of those 
materials and wants to make them citable and interlinkable
- helps developing necessary infrastructures for these purposes based on 
the needs of the OSGeo community [3]

- gives advice on publishing under open access licenses
- works together with the organizing committees of different FOSS4G and 
FOSSGIS conferences on publishing conference recordings in the AV-Portal 
of TIB

- helps us with our ORCID (Open Researcher and Contributor ID) [8].

based loosely on William Shatner[13]:

I'm pleased to nominate Daniele Strigaro [1] for Charter Membership. 
Daniele is a young enthusiastic developer devoted to open source 
Geospatial. He successfully contributed to the GRASS and istSOS 
community. He developed GIS tools for flood risk, landslide 
susceptibility and glacier retreat analysis and he has been working on 
the implementation of the istSOS software. In addition, he experienced 
the web platforms development using the well-known Javascript libraries 
(Leaflet, Openlayer) and different OGC compliant open source software 
for data and map sharing.

Dear all,
it is pleasure for me to nominate Manuel Grizonet [1] for OSGeo Charter 
Membership.


Many people know very well Manuel for the huge activities he is leading 
for years in OSGeo. Manuel is involved in the development team and is 
PSC member of the OrfeoToolbox that has been successfully incubated this 
year.


Manuel is also taking part in the organisation of the OTB HackFest each 
year where the OTB community can meet. Other communities can join too 
and are very welcome at this event, I got the luck to participate in 
such a kind of event and I have to say that I was amazed by the great 
work they do there. During the hack fest, users and developers meet to 
share their use cases of the software, discuss the next steps for the 
project, but also the issue they may face using this or that part of the 
project and so on. It is just a very nice and efficient way to have 
feedbacks from the community and to meet often.


Manuel is very open to discussion even when, like I do, you have only 
question to ask him and not much to offer.


I am confident that Manuel will be a great addition to the OSGeo Charter 
Members list.
