Alvin is a civil engineer and an educator in Palawan, Philippines who actively uses and promotes the use of OSGeo software and other open source tools. One of the projects he's currently involved in with the provincial government of the Palawan is Tax mapping. He's using QGIS (and LibreCAD), having successfully dissuade the government from using the more expensive commercial alternatives. He is also currently working on profile surveys for Puerto Princesa City water district (Puerto Princesa is the capital of Palawan), and having his team work on similar surveys in other cities. In addition, he teaches GIS for Civil and Geodetic engineering students in two of the biggest universities in Palawan. He does all these using QGIS/Grass. Avin plans to conduct more training using QGIS/Grass and LibreCAD, and to create QGIS extensions using C++ and python. I believe Alvin would be a great addition to the OSGeo charter membership as he would work tirelessly to get open source GIS and software set root and grow in an otherwise remote part of this world. He started with the early versions of gvSIG and QGIS, then GRASS, SAGA, GDAL, R, PostgreSQL, PostGIS, MapGuide OS, MapServer, GeoServer, GeoNetwork, ... Apart from FOSS4G, he is also a user and evangelizer of FOSS in general (Linux, LibreOffice, Gimp, ...). Over the last years, he has participated in several conferences in Portugal in the field of Civil Protection, where he has presented solutions based on FOSS4G. He also gave some workshops in the same area. He is co-founder of the Portuguese QGIS User Group and an active member of OSGeo-PT and QGIS-PT mailing lists. He is also an active QGIS tester, bug hunter and reporter. Also collaborates with Portuguese QGIS User Group in the development of QGIS plugins. Dear OSGeo Community, it is time for the 2012 OSGeo elections [1]. As in earlier years we will again first nominate new OSGeo Charter Members with the aim to broaden and diversify OSGeo's global representation. To start with we have 2 weeks to nominate new candidates. Anybody can nominate candidates, there are no restrictions. After nomination closes on 7 July 2012 we will have the first round of elections. Only Charter Members are eligible to vote. The elections will add up to 20 candidates to the group of currently 125 existing OSGeo Charter Members. In the next round of elections the Charter Members elect directors to the OSGeo board. The board consists of nine seats, 5 of which will be open for this election. Please note that the whole process is scheduled to be completed before the annual global FOSS4G 2012 in Beijing so don't hesitate to become active now. This is your chance to decide who is going to represent your interests in the leadership of OSGeo. Please take your time to read the election process in the Wiki [1] and learn which qualifications are desirable for Charter Members and directors. If anything is unclear or if you have questions, feel free to voice them here on the Discuss list or send them to c...@osgeo.org. Firstly, the election of new Charter Members to the Foundation. This group is in turn responsible for electing members to the Board of Directors. I intend to open nominations for 15 new Charter Members tomorrow, Friday 23rd May 2008, for a period lasting one week, until the end of next Thursday, 29th May. Nominations should be in the form of a name, email address and paragraph on why you are recommending the person, and sent to [EMAIL PROTECTED] .
