Steve, as yet you have not confirmed if Windows firewall is the source
of your problem.
Apparently you are still running Avast.
Have you yet uninstalled Avast (not disable) rebooted and then run with
the default Windows firewall and MSE.
It seems to me you are approaching the problem from

If you remove LMS from the firewall, set LMS to not restart on boot ...
then reboot and then when stabilised ... start LMS.
The firewall might then prompt to allow access.
Then set LMS to auto start (ready for the next boot).

Less drastic is to delete the LMS specific entries and then create new
entries

I used to use Zonealarm years ago, when I first started using the
internet ie in the days of 56k dialups etc probably. It was quite good
