Look at TEMPLATE_LOADERS:
TEMPLATE_LOADERS = (
'django.template.loaders.filesystem.load_template_source',
'django.template.loaders.app_directories.load_template_source',
)
TEMPLATE_DIRS = (
SITE_BASE + '/templates'
)
