I think you may be confused as to how GitHub and Pycharm interact. I would
only refer you to their documentation. Both have plenty of beginner
tutorials.

check in the folder or repository where you cloned to
secondly after cloning does nt mean that you can start its better if you
can read the full documentation you will get a hint on what to do next
