I am +1 to Option 2, which allows a domain-driven placement, even if some
files are going to have very few messages.
PS I left some review comments regarding location comments in translation
source files in one of your pull request.

Hi, just for comparison, Polish team has 98 members and I think that only
1-2 are active.
But I'm neutral to the idea. It can be a fresh start, but an obstacle to
come back to translating for those who are inactive.
