I am trying to mimic the following ISC option space definition
option space arrcus_opt code width 2 length width 2 hash size 17;
option arrcus_opt.config-url code 35 = text;
option arrcus_opt.script-url code 36 = text;

Oh, tested it and confirm it breaks the same IP addreses listeners. If
the same address is used, second address listener is not created
successfully. It reports:
dnsmasq: failed to create listening socket for 10.129.1.1: Address
already in use
When the first one is destroyed, second one cannot
