A note to those with opinions about what the root server operators (RSOs)
should do: the draft authors would like the eventual RFC to be accurate, not
aspirational. The RSOs are free to implement and deploy what they want within
their own internal rules that are not covered in this document. Not

Note that Duane and Mark had more to say on the topic of TC from the roots, but
there was no agreement nor specific text proposed.
