speed of at least 1 Mbps to use Skype with the low-res camera and 4
Mbps to use it with the hi-res one. I have about 480 kbps.
Is that based on non-compression of the video stream?

Have you tried Google Hangouts out of interest - had some better
experiences (video-wise) than with Skype for work calls fairly recently
- with multiple people (ie conference type) using a mixed bag of OSs (ie
Ubuntu, OSX, Win7). Might be worth a shot given Google are reasonably OS
