licence (per seat), and I ended up needing a licence for an admin user

What do you need? Does static hosting from something like

your own domain suffice? GitHub
I’ve been using a reseller account with Ecohosting (I think they’re
based in Cardiff). Support always very quick to get back, and helpful.
