Duh!  I see now that is quite an old bug, so probably not relevant.  
However, I have always found Launchpad and Ask Ubuntu useful resources.

I can't really offer much advice other than my own experience with 
Kubuntu 22.10, which I related earlier on this list with regard to 
another issue.


I've been in the habit of upgrading to the latest version as soon as it 
is available and I duly upgrade 22.04 to 22.10 at the end of last year.  
I didn't notice it at first, but I lost the klipper icon in the task bar 
and after some experimenting I did a clean install of 22.10 (retaining 
my home partition, which didn't actually fix the problem, but that's 
another story).   Anyway I too was unable to access my webcam.  However, 
this came back after I had installed cheese.


I see that you have tried cheese, so this is clearly not too much help, 
but I suspect that 22.10 had a bug (amongst others) relating to the 
camera driver, so maybe you need to visit the Launchpad site to see if 
there is anything relevant to your particular problem.  A quick search 
using the term 'webcam' came up with a confirmed bug:

No, I think they're all to do with the single video camera.
It's good that v4l2-ctl lists it.

Running ‘v4l2-ctl -d /dev/video0 --all’ will show lots of information,
for your interest, including ‘Format Video Capture’ giving the
resolution.

It lets us spot the ‘Genesys Logic, Inc. Webcam’ which gives us the
manufacturer's USB ID for your particular model, ‘05e3:0503’, which is
something to throw into Google when looking for other people having
problems.

What is it that goes wrong?  On Zoom calls, for instance.

You could try running ‘dstat’ in a terminal before starting the call.
You'll probably have to install the package.  It ticks away printing
a line showing how the machine is spending its time every second.
Of particular interest is the amount of idle CPU time, ‘idl’.
If that gets too low for too long during the call then it could be Zoom,
or whatever, is trying to do too much compared to the machine's power
and the resolution of the video.

So if cameractrls lets you lower the camera's resolution then that's
something to try.  Halving the width and height quarters the amount of
pixels to process.

All the programs which want to use the camera's picture or change the
camera settings use the V4L2 layer of software, Video for Linux
version 2, so it doesn't matter whether you have Cheese installed,
Cameractls, or whatever.  They're all different ways of accessing the
camera through V4L2.

Hi Sandie, In my notes I have the following tips. (Not Guaranteed!)

Cheese doesn't always work.
VLC works most of the time.
After adding ffmpeg,then
ffplay /dev/video0
works
use this to determine ident:
v4l2-ctl --list-devices
that is double hyphen before list.

Fixing sound output. Renamed 
/usr/share/pulseaudio/alsa-mixer/paths/analog-output-speaker.conf, and on next 
startup it created a new file and was good.

from a password-guarded USB stick.

For the record, Was that 22.04 or 22.10?  Running

lsb_release -a

should say.

Based on https://wiki.archlinux.org/title/Webcam_setup, which I know is
for Arch Linux, not Ubuntu, but lots is similar, can you give us the
output of

v4l2-ctl --list-devices

If you don't have that command then try installing the v4l-utils
package.

Also, a list of the USB devices, including the internal ones which
should include the camera, would be useful.  Running

lsusb

will give that.

Others will hopefully have advice on the others problems like hibernate.
I thought I'd just pick one ‘simple’ thing to start with.  :-)
