Or, how permit to my users to create/modify their filter rules?

I just set up two machine.One is installed with AntiSpam Quarantine
Management and Anti Spam components.
However, another machine is installed as Mail Server
(installed:OpenLDAP,pam,dovecot mail server,sendmail squirrelmail).
Both machine can run now.
I want to do some testing now..i am

I must have managesieve daemon on the server side ( look for approriate
info in wiki.dovecot.org. And on squirrelmail side you can use avelsieve.

home directory *must be* an absolute path. Not a relative.

Here are some examples... from what I can tell in google, dovecot is
failing trying to change these files to the mail group dovecot is running
under? I've manually changed everything under these folders to be 777, as
well as root.mail permissions, they just change back to being owned by the
user,
The message is still there, but maillog logged that it have been
deleted. I believe that this issue is related to the order that plugins
are executes, is there a way to change it?
As far as I know it should be the reverse order that they're loaded in.

mailpublic, I've chown'd all dovecot-shared and the entire public mail
folder to root.mailpublic, set the mail_access_groups to mailpublic, and
that seems to have worked.
