I believe the "restart" button only appears in Travis for folks who have
rights to actually merge PRs in GitHub (as Travis integrates tightly
with ones GitHub account). So, this would mean that only Committers can
"restart" a failed Travis build.

The current error still appears to be the date error. (I did re-run once
by committing a bug fix).
I do not see a restart option even after authenticating with Travis. Is it
possible that I do not have access to that function?

There's a Restart build button just under the Settings menu.
You probably found it because now it fails on a different error.
