Yes, i am seeing now that the problem with the Sherpa Romeo pluging was
because the pluging was below the upload form.

upload page, because the Sherpa Romeo plugin was below the Upload Form,
I put a fix today.

The sherpa.xml spring file define how the issn is found in the submission item
