Are you sure you're using XMLWorkflow? This is an optional module that
has to be enabled.

Aha, there's the issue then.
It looks like you only installed the JRE. DSpace requires the JDK as
noted in the Installation docs:

So, you need to install the *full* JDK:
sudo ap
