If you're upgrading from 1.5, you can go all the way to 4.
If you're using Solr statistics (since 1.6) or Discovery (since 1.7),
you'll need to upgrade to DSpace 3, run Solr optimize and then upgrade
to DSpace 4. See DSpace 3 - 4 upgrade steps.

This doesn't look like the usual problem in Tomcat connector encoding.
Rather, try checking whether
1) your JAVA_OPTS contains the -Dfile.encoding=UTF-8 parameter
2) your files are encoded in UTF-8 (news-side.html, news-top.html and

By not restating Tomcat you won't gain much in terms of speed, but you

. If you had a SAN with iSCSI
targets that you want to use, you'd connect to it from your DSpace
system as a local block device, create a filesystem on it and mount it
within your regular directory structure. From there it's the same
local FS story again.
