It appears that the passphrase is not being used by whatever process
duplicity uses to resume a backup operation. I can encrypt and decrypt
without any issues using

could you please try to run a test backup in debug verbosity using
PASSPHRASE e.g.
PASSPHRASE=secret duplicity -v9 ~/testfolder file:///tmp/testbkp
and
