I worked the 7O operation just before Iraq invaded Kuwait. The QSL manager was a member of the Kuwaiti royal family which had to flee Kuwait. I had sent a QSL card but figured no chance of getting a confirmation. Four years later I got the card. Amazing!!! 73 Russ W4UBC - Original Message

Yup.  That's exactly right.  It took 9 years.   Why?  Because the ARRL DXCC Desk requests documentation of some form or another to confirm that an amateur or a group are authorized to operate from entities like this that are normally difficult to near-impossible to operate from.    Why is that?

My understanding was that they had some documentation but it was thought that their license or OK to operate was issued by a regional authority - sort of like the state of Illinois issuing me a license instead of the FCC. I'm just happy that it finaly got approved. I have one other confirmed QSO
