So if that was not followed why use the wrong call because Mr.Gunter Hamacher HP1XVH requested it as short as possible for the Contest so it cold be attractive. They do the same in Honduras, Nicaragua and Marshall Islands. That is their way to issue calls. I will not argue with those countries or the FCC if tomorrow they issue WNA to Ron ex WN3VAW. or NJ to the NJDXA . But, in Panama the local law indicates how the call signs will be issued. Plus -- Article 15 indicates that special calls (i.e HO1A- H81A, 3E1A,·3F1A,etc) will be issued ONLY to CLUBS and RADIO ORGANIZATONS. I am licensed since 1957 and CAN NOT request a special CALL Like HP1A or HO1A or H81A for my use in any activity. I am a Panamanian citizen , born here in Panama in 1939. Do you beleive that I can go to NEW JERSEY and ask FCC to issue me WA for the next contest 73 Cam HP1AC

*sigh* This is becoming redundant. Definitely sounds more and more like "sour grapes" or "don't you DARE DXpedition in MY back yard!" Or, to slightly misquote Shakespeare, "Thou Dost Protest Too Much!" One last time: Whether or not internal Panamanian radio regulations were bent or not followed in the issuance of the H8A (a claim I never disputed, incidently), whether or not that particular call should have been issued, the fact remains that the call and license was issued. That is an internal matter that should have been addressed to the local authorities, and obviously was since the call was rescinded on September 27th or thereabouts. That does not excuse,condone or in any way mitigate the jamming and deliberate interference on top of the H8A signal, nor does it excuse, condone, or in any way mitigate the many DX Cluster spots calling the H8A "illegal," "pirates," and "not in HP" Since at least some of the "calls" used to post those spots used either non-amateur calls (such as "HP1-@") or faked ones (I really doubt that QSL manager DL6MYL would post a spot calling H8A "Pirata"), I and others did not accept on face value any similar spots using legitimate Panamanian calls such as HP1AC. It also does not excuse, condone, or in any way mitigate recent claims that the (now former) H8A group shouldbe disqualified from the CQ/RJ RTTY contest, especially on the extremely thin ice and shaky grounds that they obtained said call for an "unethical" advantage, specifically in light of the fact that they could not and did not use that call in the contest or since. Qutoting Panamanina radio regulations ad infinitum ad nauseum does not change any of that and simply serves to further obfuscate the situation. Berating me with multiple emails from multiple sources all saying the same thing almost verbatim is not going to change my mind or position, either. As far as the FCC is concerned, I use the call they issued to me. If I request a call from a sequence I am not entitled to, including call sign blocks not assigned to the Amateur service, I should not get it. If they were to issue such a call to me by mistake, I am certain that shortly after being notified, Mr. Hollingsworth's office and/or Mr. Cross's office would take the neccesary steps to rectifiy the situation. I'm not sure what any of THAT has to do with this. (And I'm not in New Jersey.) Changing over to my administrative hat instead of my personal one for a moment: We seem to be going over the same steps over and over. No one has lost their temper -- yet -- and no one has seriously complained -- yet -- and I'd like to keep it that way.
