My understanding was that they had some documentation but it was thought
that their license or OK to operate was issued by a regional authority -
sort of like the state of Illinois issuing me a license instead of the FCC.

I'm just happy that it finaly got approved. I have one other confirmed QSO
with 7O from an operation that was not approved. I just sent for a card for
this one today.

 handled as part of a normal submission.

 • Bring the card to a DXCC Card Checker. The card checker will forward
 the
 confirmation to the DXCC desk for processing. Again, there will be no
 submission fee if this is a single-card submission. You must fill out an

 In all other cases applicants can include their QSL card with their next
 submission, and it will be handled normally. We will work with the
 7O1YGF
 team to use Logbook of the World if possible.

That was more-or-less my understanding too Zack.  Their operation was  
approved (in writing ?) by the office in Aden, but was subsequently  
disavowed by the head office in the capital Sana'a.  Not wanting to  
burn its bridges for future amateur radio activities, ARRL/DXCC  
reluctantly supported Sana'a.  However, I think there have been cases  
where ARRL accepted less than a national license - What about the  
scouts in 3V8 ?


Perhaps one day Bill will feel free to tell us if we have that right.

7O1A, the operation by Franz DJ9ZB and Zorro, is the one that  
frustrates me. So far as I know, there is no geographic issue - they  
were there. But what sort of approval did they have? It's the only 7O  
I have worked on 40M SSB, and there doesn't seem to be any move toward  
it counting.

Yup. That's exactly right. It took 9 years.

Why? Because the ARRL DXCC Desk requests documentation of some form or another to confirm that an amateur or a group are authorized to operate from entities like this that are normally difficult to near-impossible to operate from. 

Why is that? One word: Romeo. Or, if you prefer, three words: Dr. Don Miller. Amongst many (fortunately, very relatively few) others who didn't operate from where they said they were. To say nothing of governments, usually after a change in administration, that claim that individuals who said they were operating legally weren't (remember the 9U fiasco a few years back?)

So why now? That's a good question. I asked that of Bill when he replied to a quip I'd made on another reflector (my trips to Dayton with K3AIR will never be the same, we no longer have 7O to argue over!), but he's out of the office at an event, so i don't know if or when I will hear from him.

If I had to guess -- and remember, this is a guess -- I know that in the past there has been a lack of documentation provided to the DXCC desk. Which is why the operation was in "pending" status for so long. I believe N7NG said at one point during his time at the League that they just needed SOMETHING to show that they had permission from the national government to operate -- and it wasn't a case that they didn't believe the team wasn't there, but (and this is my interpretation) because of past precedent, they had to ask.

Remember, though, that 7O1YGF was in "pending" status all these years. It wasn't a question of anyone's mind being changed -- they just needed that shred of evidence. Obviously, something occurred recently that was "enough" to satisfy the technicalities. Exactly what I don't know, but I'm sure sooner or later it will be revealed.

My understanding is that Franz and Zorro had authorisation from the Aden 
office, not from Sana'a.  Given the dubious authorisatoins that some people got 
away with, I'd always thohgh that the 7O1A guys got a bit of a raw deal.  
However, I'm not in a position to know about whatever games of politics were 
going on in the background.

Cynics may say that if you want instant authorisation from ARRL, then take 
OH2BH or one of their other pals with you.  But I'm not a cynic, of 
course...

[DX-CHAT] Availabity of 7O1YGF QSL cards?

OK, so I had 5 QSOs with 7O1YGF which I never requested confirmation 
for.  After the 7O1A debacle and my cards being rejected by the DXCC 
Desk, I decided to take a lets see what happens attitude.   I pretty 
much had given up hope that the 7O1YGF operation would ever be approved 
after a year or two of not hearing anything, and subsequently put it out 
of my mind.  Naturally, I am now very eager to get these contacts 
confirmed.  This would put me within one click of having worked and 
confirmed them all.  So does anyone know if the original ops have the 
logs and will answer direct QSL requests?  The sources I checked 
indicate DJ3XD as the route for CW contacts, and DK9KX for SSB  RTTY.  
I've never used LOTW, from what I have read elsewhere, that may become a 
viable way to receive a confirmation.  I'd rather have the actual card.  
Kicking myself for not having acted when the operation was still 
recent.  What would you do if you were me?

I worked the 7O operation just before Iraq invaded Kuwait. The QSL manager 
was a member of the Kuwaiti
royal family which had to flee Kuwait. I had sent a QSL card but figured no 
chance of getting a confirmation. Four years later I got the card.
