I wonder how much of a problem this really is. Has anyone actually heard,
with their own ears, the DXpeditions operating Freeband or otherwise, shall
we say, improperly?

I guess if you're going to go illegal, you might as well go all the way.
My understanding is that if you operate illegally in some of these
locations, notably VU4/VU7, you risk VERY serious consequences with the
authorities if you're caught.
