[Dx4win] whats going on with .cty file trying to unzip?

When I download the .CTY file and try to un-zip it I get a window telling me I have to spend $29.95 to get the un-zip program? How do I get the latest country file without spending that money to un-zip it. Better still can someone send me the .cty file? Thanks. George W2YJ
