Hi Duane,
It worked for me right out of the box.
It sounds like you may have a conflict on the COM port used for PTT. Check
your radio, RTTY and CW preferences to make sure you are not using this COM
port anywhere.
Check the Control preferences to make sure you are selecting the correct PSK
sound card.
When you right-click somewhere in the PSK-31 window, there is a Settings option
near the top of one of the menus. TX is where you set the PTT COM port.

The latest DX4WIN country file (Release 30) does not have the right information
for FO/F6CTL.
FO/F6CTL/M is mapped to Marquesas, the call should be FO/F6CTL (no /M)
I assume the same will happen with Austral islands.
This will be fixed in Release 31. If you want to fix it yourself, close your
log, then File -> Databases -> Countries. Find Marquesas, click on the
Callsign tab, then find FO/F6CTL/M starting 20 June 2006. Change it to
FO/F6CTL and click on Calls -> Update (this last step is important). Do the
same for Austral Islands and FO/F6CTL/A, changing it to FO/F6CTL. When you are
done, File -> Save Changes and Exit.

Here is a little gem that gave me some grief in this area, not related
to the device you are using, but DX4WIN it self.
PTT Delay:
A zero value indicates that PTT keying is not used.
Note this came from the help file of 7.02, couldn't find it in 7.04 but
I guess it still applies.
I thought DX4WIN was broken until I read that and changed the zero
value. I was getting some really strange results even when not using
PTT.
Hope this info may be of help in your case.
