Temporary fix:
1. Add the Xenial repositories to /etc/apt/sources.list
deb http://archive.ubuntu.com/ubuntu/ xenial universe
deb http://archive.ubuntu.com/ubuntu/ xenial-updates universe
2. apt-get update
3. Install older version of PyQt4
apt-get install python-qt4=4.11.4+dfsg-1build4 python-
