FWIW, my wife had very good results from Paypal. She bought a saddle online and paid with paypal. When it arrived, it did not match the description or photos. The seller ignored her protests so she contacted PP. She reasonably quickly got a human, explained the situation and sent pictures.

A similar situation. I have learned BTW to never buy ANYTHING advertised on Facebook. There was an ad for a nice metal-moving-parts model of a V8 engine. Looked pretty cool, and I figured my 8 y/o son and I would have fun putting it together. In due time, a box arrived in the mail.

I use a major company (Visa/AmEx/MC) credit card as my PayPal go to 'bank' for the PayPal account. That way I get the ease and means to buy with PayPal (and not go get my wallet to dig out the card) when other means are not available (or shuffle funds to individuals as needed).  PayPal
