Make sure VOX is turned on in the K3 and that it is set for straight key input ... i.e. internal keyer off.  If your K3 is properly configured, shorting the RCA Phono plug that goes into the Winkey should key the K3.  It is possible that you've got the Winkey configured for the second [KEY2]
