It's to keep the horses from being scared of the sudden drop off on the
sides.

Thanks Rick (and Ron via email) for the pictures. I suppose I guessed
they would be something along those lines. They are certainly not
common in the UK; I don't recall ever seeing any and I have travelled a
fair bit. There may be the odd one out there waiting for me to discover
it though :-
