It certainly sounds like a marginal PLL crystal to me, or possibly a failing
Q19. I would arbitrarily replace both of them.

As a quick test, don't adjust C22 or L30, just verify the tests on page
60 and 61 of manual F still give reasonable values:
Do the PLL Reference Oscillator Range Test to make sure the PLL still works.
Do the VCO Test to make sure the VCO still works.
If both of those are working,

under 'Receiver Signal Tracing' should identify the failing stage - once you
have identified that, we can help further should you not be able to locate
the failing component.
