This has been addressed many times. Given an .el file with comments like:
; section 1
;; subsection 1
aaa

Then it would be useful to use TAB to cycle the state of those headings.

you should use outline-minor-mode, and then just call org-cycle while
that mode is active. The FAQ covers this issue

OK, I now have a way to do this.
I searched this list again with different search terms and found a posting
that I had not seen before. This gave me the idea of using a second org
file, into which I would put my recurring tasks.
I've now done this, and after customizing org-global-properties
I am using org-mode 6.05a under GNU Emacs 23.0.60.1 (i386-mingw-nt5.1.2600)
of 2008-06-30 on LENNART-69DE564 (patched).
I can export to HTML just fine, but attempts to export to LaTex fail with
the following error:

after a request, I just added a new variable
`org-log-state-notes-insert-after-drawers' with default nil.
This means that state change notes are now by default
