I'm looking for transmit bandwidth utilization. I see in:
NeighborStatusTable:"BW Util Ratio"
Seems to have what I want - an updating "meter" of current bandwidth
utilization. But it seems to be receive only. Verifying with iperf (UDP), I
only see the meter increase when on the iperf server-

It requires LXC (specifically lxc-execute) to run the `demo-start` script.
I've got it working fine on Ubuntu 16.04 and 18.04 with LXC 2.0 and 3.0
ora 29 exhibit similar issues -
we've submitted a bug report that has yet to be resolved

Yes. What does your LXC conf file look like for the container? Using the
default template from emane-tutorial generates a pretty simple lxc.conf file
that successfully loads.
