electrically connected to a telephone network manufactured after July 1, 1991

Do USA DoD require Certification of items such as test equipment and
specialist support equipment that is used in DoD establishments in the
US of A?
AS an example of what I mean, if the DoD buy a laptop, is it a
requirement that the power supply be NRTL certified?
