I have come up with a question and will try to strip it to its essentials. Consider a part which requires a fire enclosure, as a hypothetical example a primary rectifier bridge with reinforced insulation. It is safe to touch, with no live parts, so top openings or side access is not restricted. A

Daniel, I would interpret 'New bands' as bands that have been approved for certain applications. If you look at pages 24 to 26 of the document, you will see that the new bands are for Railway Applications (Annex 4), Equipment for detecting movement and alert (Annex 6), and Radio Frequency
