When testing USB drive for FCC, CE, VCCI or C-tick are you required to use a
cable connection even if you do not sell it with a cable?

Hello Pat - Am I right in assuming that this USB drive is a dongle?
If so then I'd say that it is extremely likely that a consumer would add a cable
for convenience's sake. I'd test it with a representative cable and then you're
covered.
