Either the original manufacturer's name and address must be on the 
product label or the own-brand company has to accept the full 
responsibility as if it were the manufacturer (at least, I think that 
would work, but it's not very clear). In either case, its name and 
address must also be on the product label.

Hi!
For EN55032:2012, stand alone monitors must be emissions tested with a 
standard television colour bar signal according to ITU-R BT 1729 with 
an additional small moving element.  This signal is defined in ITU-R 
BT.1729

source for a software routine that puts out the reference test pattern?

Does this fully implement the ITU-R BT.1729 colour bar test pattern?
 ** BOUNCING BALL:  I couldn't find anything in the standard that 
mentions a bouncing ball, but I like the feature and one could argue 
that this might catch some problems missed without it.
 ** ZONE 12 MOVING BAR:  Page 6 of the standard states that Zone 12 
contains a bar which moves horizontally from
left to right and then starts again from the left. This is used for 
checking audio-video synchronization and to establish that the channel 
is active. The bar travels horizontally across its zone in 1 s. The 
audio sync signal is given when the bar passes the centreline. There is 
more description to the zone 12 in the standard, but the above quote is 
sufficient to say that I don't see anything moving in zone 12 of your 
application.


Do you have plans to fix the zone 12?

I am definitely looking for something I can use to test monitors for 
CISPR32 using the ITU-R BT.1729 colour bar test pattern.

CISPR 32 requires the color bars with a moving element.  What that moving 
element is isn't nailed down in the standard.  The reason for the moving 
element is that we (CISPR SC I) are trying to harmonize CISPR 32 (emissions) 
and CISPR 35 (immunity) to the maximum extent possible.  You need a moving 
element for immunity so you know that the image is no longer being updated if 
you fail an immunity test.  A static image would not give you that information.

NLF directives such as 2014/30/EU defines manufacturer as
any natural or legal person who manufactures apparatus or
**has apparatus designed or manufactured, and markets that apparatus
under his name or trade mark** ;

The new Blue Guide has some additional explanation on this:
The manufacturer may design and manufacture the product himself.
As an alternative, he may have it designed, manufactured, assembled,
packed, processed or labelled with a view to placing it on the market
under his own name or trademark, and thus presenting himself as a
manufacturer (footnote 78).
...
(footnote 78) Those manufacturers are often referred to as 'own brand
labellers' or 'private labellers'.


So, I think they will be required to take all the responsibility as
the manufacturer.

No, as I wrote These colorbars (test patterns) were derived from
ITU-R BT.1729, but they are not accurate. in the BUGS section of
the page.
Especially, frequency and waveform of color sweeps are incorrect.

No at least at this time, and I thought this Zone 12 is not important

[PSES] Review: Keith Armstrong's EMC Design Techniques

Hi All, 

I just reviewed Keith Armstrong's wonderfully practical book, EMC Design 
Techniques for Electronic Engineers. While light on really deep theory, he 
provides just the right amount for good understanding sufficient to understand 
how to design products for EMC compliance. Highly recommended.

By the way, Keith will be presenting as part of our EMC Consultants Toolkit 
during the Friday morning workshops at the IEEE EMC Symposium.

[PSES] Thru insulation requirements

PSNEtters,

Solid insulation requirements are not new; IEC 60664, among other
standards, has dealt with this for some time.  

IEC 61010 (and its variants) have introduced solid insulation
requirements in the 3rd Ed of the standard. 

Has this change resulted in published papers that you know of
discussing these requirements?  

If you know of any, a reference would be appreciated.  If the
article is not readily available on the web, perhaps folks would be willing
to share ti in some way.

Am not certain if you are looking for stuff to support standards development, 
or theoretical stuff to support a paper. But here is what this little redneck 
mind is aware of:

when started on MV and HV transformers)
https://standardsdevelopment.bsigroup.com/Home/Category/cat_29.080.01 (they are 
always doing something weird)

ASTM has published books on dielectrics and solid insulation construction, 
test, and theory; and remember some IEEE books (probably by Wiley) on 
electrical insulation. But have not really seen any compelling research papers 
or tomes on electrical insulation since the Klaus Stimper std/book was read.

Now I have become curious if there is any significant new stuff on the 
subject...

The NLF requires the importer and/or manufacturer name and address on the
product.  It is effective for the market surveillance to track the
responsible party rather than previous trade name/mark that must be
registered in EU.  In terms of responsibility, the local importer still
holds the legal responsibility as before.  I am in doubt that the market
surveillance will trace the manufactures who most are located in Far East or
overseas.
