In principle is right, but UL can add US Differences, referring to UL standards
and NEC requirements.

I most often use UL 61800-5-1 that contains numerous and significant national
deviations from IEC 61800-5-1. Most of these adapt the requirements of the IEC
standard to those of the NEC NFPA 70, and to those of UL component standards.

EU 2019/1782 is the ecodesign requirements for external power supplies, i.e.
their efficiency, for Directive 2009/125/EC. Someone asked me how the formula
in 1(b) of Annex II of the EU 2019/1782 regulation was decided upon. This table
sets out the determination of 'average active efficiency'.
The requirements were negotiated between EC-hired consultants and
industry stakeholders. Or so I was assured.

standards early on so there have been harmonized IEC/UL requirements for
these products for 30 years; IEC 60950 has been replace by IEC 623268-1
