Ir seems to me that you have answered your own question. Whoever puts [a
something] on the market is responsible for its compliance, as marketed.
It's entirely possible that item Z has been shown compliant in a
Manufacturer A produce a system that consists of the units X and Y. The
units are CE marked based on testing.
Manufacturer B produce a units Z. The unit is CE marked based on testing.
Manufacturer A will remove his own unit Y and replace it with unit Z from
manufacturer B. Manufacturer A will put
