Hello Chuck,

Typical issue with reading the standard. Standard IEC 62368-1 3rd Ed only 
defines routine tests on some components, where there is a reference to routine 
tests (e.g. transformer, optocoupler,... - search for reference to 5.4.9.2). 
Complete unit shall be tested in production based on requirements of IEC 62911 
standard.

I'm working with a new lab and new product using IEC 62368-1 3rd Ed.
they are asking the company to perform production line test dielectric voltage 
withstand test of 3600 Vp or DC 1 to 4 seconds on Ethernet port connector RJ45 
and Pro Audio XLR connector sockets?

I think you meant UL 1007 Style wire and VW-1 flammability testing.
This is common in USA, Most UL 1007 Style wire is duel rated to Style 1569 also.

The UL standard for Appliance Wiring Material (AWM) is UL 758.
“UL Standard 758 Appliance Wiring Materials was developed to
consolidate general requirements for AWM, and standardize methods
of evaluation. The standard includes performance requirements and
methods for testing tensile strength and elongation, spark testing and
dielectric voltage withstand. UL 758 also regulates marking and labeling
of AWM products.”

The “style” number describes a construction that wire manufactures can make. 
Standardization of AWM.
We use Style UL 1007 /  Style 1569 for Internal wiring with details on 
construction at the bottom of this note.

Generally, a manufactures datasheet for style UL 1007 / 1569 will note that it 
is also marked “VW-1“ or
noted in compliance section Flammability / Reaction to Fire: VW-1

For an example google “Belden 9918” or “Alpha Wire 3055”

The Alpha wire marking is:
ALPHA WIRE E163869- RU AWM STYLES 1569 105C OR 1007 80C VW-1 300V 18 AWG ---

The UL Style 1007 construction is;
Single Conductor with extruded insulation
RATING 80 deg C, 300 Vac, Horizontal flame. Optional - 60 deg C or 80 deg C Oil.
CONDUCTOR 32 AWG - 16 AWG, Solid or Stranded.
INSULATION Extruded PVC, 15 mils minimum average thickness, 13 mils minimum 
thickness at any point.
STANDARD Appliance Wiring Material UL 758.
MARKING General.
USE Internal wiring of appliances. Tags may indicate the following: 600 V Peak 
- For Electronic Use Only.

Style 1569 construction is;
Single Conductor with extruded insulation
RATING 80, 90 or 105 deg C, 300 Vac, Horizontal flame.
CONDUCTOR 30 AWG - 2 AWG, solid or stranded.
INSULATION Extruded PVC.
Conductor size Minimum average thickness Minimum thickness at any point
30-10 AWG 15 mils 13 mils
9-2 AWG 30 mils 27 mils
COVERING Optional, Extruded PVC, 9 mils minimum average thickness, 8 mils 
minimum thickness at any point.
STANDARD Appliance Wiring Material UL 758.
MARKING General.
USE Internal wiring of appliances or electronic equipment where not subjected 
to movement or
mechanical damage. Tag may also indicate the following, "600 Volts Peak for 
Electronic Use Only."

Hi Steve:

I thought UL 1007 was the UL standard for wire.  I was wrong.  UL 1007 is for 
prefabricated assemblies that are installed in the field.

UL 1007 does not mention flammability of wire insulation.

A UL standard for wire is UL 2556; it does not include requirements for surface 
printing.

I suggest you examine the wire for surface printing.  At the very least, the 
surface printing will include the UL file number.  Using this number, you can 
go to the UL website and look up the file which will include the flammability 
rating of the insulation.

If you are lucky, the surface printing will include the insulation flammability 
rating.

Or, you can go to the wire manufacturer web site where you can find the wire 
insulation flammability rating.

Or, ask the battery box manufacturer for a copy of his UL or CE report.  This 
*may* include data about the wire.

Yes, I have had China Customs open a shipment of 10 powered speakers and find 
one power cord was not from an approved manufacture on our critical components 
list.
We were short one cord set so I had used an engineering sample… Had right plug 
and cordage, just not on our products components list.
Customs returned the shipment to USA as non compliant.

If the USA plug is not rated for higher voltage, does it really present a

All,

I was talking with a client recently about shipping line cords to various 
countries around the world and how some do not allow the incorrect cords within 
a shipment while others do. Brazil, as far as I know, does not permit incorrect 
cordage. Argentina, Australia, and China (PRC) are all mutually exclusive. 
South Africa and India are mutually exclusive. Japan, Taiwan, and the United 
States are all mutually exclusive. If not prohibited, it is frequently cheaper 
to include multiple cords rather than create multiple regional SKUs when 
products are in low-volume production.

That said, apparently the China market often likes to use US-style receptacles 
(types A or B), even though they use 220 V (). The US-style plug has better 
density (twice as many receptacles in the same space as the China receptacle 
(Type C, or I ?), and with the US receptacles, there are many more aftermarket 
cable options available.  So I suppose that's my question: "Is this usage 
typical in China?"

Of course, the big issue is that the US plug is not rated for the higher 
voltages, even though historically some people may say it works.  I even fouind 
a website that shows this,

I believe it is critical for manufacturers to not condone the use of the US 
plug in this manner, which appears to be common practice. And I usually advise 
that this type of usage should never be described, recommended, or mentioned in 
any manuals, brochures, or other written material produced by a company, either 
externally or internally. If anyone is injured and an investigation reveals 
agreement with this usage, the company may be held liable.

Good afternoon compliance colleagues,

Have a curiously open-ended question from a major OEM who's very 
process-oriented.
So, I'm gathering ideas on how to track standard updates and changes in 
multiple markets (US, EU, etc.).

I'm familiar with IAEI for collaborating with NA inspectors on NEC updates, and 
know that UL & ETL have various update notice/networks, but have no idea how to 
track IEC updates, nor residential code changes for someplace like the UK.  
This is applicable mostly for safety, perhaps a little on EMC.

I'm writing for an opinion or comment on whether a one to two cubic foot square 
box made of one-half inch thickness hardwood plywood will pass the UL 2043 Fire 
Test for Heat and Visible Smoke Release for Discrete Products and Their 
Accessories Installed in Air-Handling Spaces.

I am curious about how all-wood boxes perform or lack there-of.

[PSES] NOM Mexico safety mark annual renewal required?

General question on NOM Mexico safety mark.
I seem to be in annual renewal programs with three different labs,
Does anyone know of a longer than one year NOM registration program?

Our product are mostly certified under NOM-001-SOFI-2018.
Samples and fees are required.

In our case, our cord supplier has obtained all the certifications for the UK, 
Saudi Arabia and Singapore and applied those marks to the plug so we can use

Argentina, Australia and China (PRC) cords are mutually exclusive and cannot be 
bundled together.

Brazil no longer accepts any cord that looks like a US NEMA 5-15 plug.

India and South Africa cords are mutually exclusive unless you can get one that 
carries certifications for both countries.

Japan, Taiwan and the US are mutually exclusive due to different certification 
requirements for the plugs and cordage.

There may be ways around some of these but they tend to drive up the cost of 
the cordset.

We ship up to 4 power cords with plenty of products without any issues. The 
only complaint is from product managers trying to squeeze every last bit of 
margin out of products. Those extra $6 or so get thrown out in most cases.

In past lives we did what Doug suggested. Made the power cord a separate line 
on the customer order. That worked well for us. Only issue there was the power 
cord was not packed in the box with the product.

Seconding Brian’s motion to allow the QR Code as an approved method to provide 
DoC information.

We recently Include Symbol ISO 7000-3500  "Electronic instructions for use" and 
the QR Code in the Symbol table in the basic safety information provided on 
paper with each product.
Currently provide paper DoC also.

Symbol ISO 7000-3500 Function/description :
To indicate on product or product packaging that relevant information for use 
of the product is available in electronic form rather than, or in addition to, 
printed paper form.

Brian,This is another method that needs to be on the list of accepted paths 
to show compliance, in my opinion.

   Of course, the acceptance for any such methods need to come from 
the Euro Commission, meeting Euro legal requirements and having the buy-in of 
all the interested parties – such as the Customs Officers who are charged with 
either clearing or refusing entry to CE marked items and are looking for 
further justification (MDoC in particular).
   I see this as a long slog to get anywhere unless some very 
influential group that the EU folks admire takes it on with a passion.  Do you 
know anyone at the WTO?

   I guess, if your company is gutsy enough you can try it and see 
how it goes; sometimes changes are made in fact and later the paperwork catches 
up.

now-ubiquitous(post pandemic) QR Code as a method of delivering information 
about the product – user manual, declarations for the EU, MC documentation, 
etc. A small accessible code label could really help make information

   This question has been asked before and the official answer 
seems to still be ‘not yet’.

   Some folks in the IEEE PSES TAC/ITE interest group have been 
working to put together a draft proposal that would allow digital documentation 
(thumb drive or even website) to meet the requirements.  As noted, there are 
many interests in this way outside our usual working circle.  Nothing has 
developed from this yet; maybe sometime in the future.

   Keep your hopes up though; pie in the sky is what keeps us going 
some time.

A number of other Directives such as RED and Machinery also require DoC to be 
provided with equipment

In the absence of Guidance that says you can provide it electronically it is 
best to work on the basis that you must not – Customs / Market enforcement will 
expect to be able to find the DoC if they inspect the product, and if it’s not 
in print format they won’t be able to as they’re not going to load up a CD or 
USB stick, and you will be considered to be shipping “non-compliant” product

[PSES] Surface Resistance Test of metal used for EMI shielding

At an EMC lab several years ago I was shown that to properly check for 
continuity of metal shielding and parts that one needed to just set the probes 
of an Ohm meter on the surface to be measured, Do not push the probe tips into 
the surface.
Could anyone point to a standard or published technical procedure to correctly 
perform "Surface Resistance Testing."

Would any list member have a comment on a test requirement for Grille Cloth in 
UL/IEC/EN 62368-1 ?
My word search finds no mention of "Grille Cloth"

In the past UL 60065 wanted a tablet test performed on cloth.
"Grille covering material, cloth, and reticulated foam"

The part is to be supported so that its thinnest outside solid surface is in a 
horizontal position. A tablet comprised of
hexamethylene-tetramine (C6H12N4) having a burning time of at least 100 s, is

I work on the audio side so our base standard is 60065. So to rephrase the 
question;
"Has anyone experienced having an audio product that complies with IEC 60065 
requirements, but does not comply with some portions IEC 62368? "
I was informed during factory audit the Hipot test voltage changed from 1500 
VAC to 1768 VAC ?

Oh, and outdoor use also changes from IEC 62368 2ed, calls for using 60950-22 
at current editions, which the 2005 edition did not require a dust test, but 
new (required) 2nd edition requires a dust test, where as 60065 required only 
IPX4 testing.

Let the testing begin!

Hello Dave/Bernd.

Just a comment/clarification. The field inspection/label program is not part of 
OSHA's NRTL program despite some NRTL's that conducted this service. I know it 
can seem confusing but there are also some non-NRTL's that conduct these field 
evaluations, all of which are under state jurisdiction.

Some may think they are abiding by OSHA rules with obtaining a field evaluation 
by an NRTL. That is not the case.

provide some guidance on the interpretation of the National Electrical Code 
NFPA 70 (2020 edition), article 110.3, on the suitability of installation and 
use in conformity with the NEC? Informational note no. 2 explains, that this 
suitability “may” be evidenced by listing or labelling. Informative Annex A 
“provides a list of product safety standards used for product listing where 
that listing is required by the NEC.” This lists includes many product safety 
standards for consumer products like appliances that are typically plug 
connected. In the case that the NEC has been adopted by local jurisdiction and 
that the equipment is in the scope of a product safety standard listed in Annex 
A, is NRTL certification and listing then a mandatory requirement, or is there 
another option (e.g. self-declaration of the manufacturer that the product is 
suitable for installation and use in conformity with the NEC) that is accepted 
both by jurisdiction and the market?

Let me add to Rich and Regan’s comments.

The question for residential installations isn’t as clear as for the workplace. 
Most jurisdictions in the United States have adopted the National Electrical 
Code which requires many electrical and electronic products to either be Listed 
or to be investigated and approved by the local Authority Having Jurisdiction. 
In practice, this typically will apply to hard-wired products or products 
attached to building structure. The enforcement is typically through an 
electrical inspection which will often not cover plug-connected devices.

In the workplace, any product that has a direct connection to the mains will 
need NRTL approval. At the other end of the spectrum, a product like a USB 
mouse or remote control using alkaline batteries likely won’t need NRTL 
approval. In theory, I believe an OSHA inspector could enforce the NRTL 
requirement on any electrical product, but that won’t necessarily be what 
happens in practice.

That being said, you can choose not to get NRTL

At the moment the EU are not producing single lists of Harmonised Standards.

All new lists are published on the "L" series, which is Legislation, and no 
longer on the "C" series, which is Information and Notices. (more detail

In order to determine whether a standard is Harmonised, you currently need to:

  *   See if it listed in Annex I of the L series publication or on the C 
series publication without having listed in Annex II of the L series and the 
Date of Withdrawal having been passed

I am writing today with a question on CB Test Certificates and additional 
testing to IEC 60529 being noted.
My reference document is downloaded from the IECEE web site.

The document gives this guidance;
4.2 A CBTC can only be issued when all relevant tests from the (vertical) 
standard applicable to a specific component/end-product have been conducted as 
opposed to horizontal (e.g. IEC 60529) standards that are called up by a 
vertical standard (e.g. IEC 60335-1). Consequently:
- no stand-alone CBTC shall be issued based exclusively on IEC 60529 
requirements,

7 Reporting under "Additional Information"
7.1 If the product is tested and evaluated in accordance with a horizontal 
standard for a more stringent requirement than is contained in the Product 
Standard, this information may be reported in the "Additional Information" of 
the Test Certificate

So, my products vertical standard is Product Standard IEC 60065 8th ed.
And the horizontal standard called for by 60065 is IEC 60529:1989, Degrees of 
protection provided by enclosures (IP Code)

My question today is Have you received a CB Test Certificate where IEC 60529 is 
noted in the "Additional Information" section?
How is test compliance noted?

Would this notation in "Additional Information" be acceptable?

Greetings all,

I am attempting to determine equivalency of a flame retardancy rating of B3 in 
GB/T 8624-2012 to the Flame Spread Indices of ASTM E84.  In particular, I 
really don't know if "B3" is good bad or otherwise.  Interestingly, the old 
idea of flammable vs inflammable has come up and is used in contrast to the 
terms combustible vs incombustible. And now my head is beginning to ache.

I really don't have a desire to purchase a chinese standard and read it 
completely through just to answer this question. Does anyone know of a resource 
that can help me cross reference flammability classifications of these two 
standards?

Friday update.
My friend at the two letter lab sent this note when I ask for the ISBN codes 
used for the standards on our CB certificate's;
"The ISBN number is correct for the highlighted standard (IEC 62368-1) which is 
the one we used. Regarding the EN standard, we used DS/EN 62368-1 (August 
2014); there is no ISBN noted for this one. There is an ICS number, ICS 
33.160.01; 35.020..."

So the ICS is new to me. Any feedback, experiences or comments on using ICS 
numbers?
Wikipedia says;
International Classification for Standards (ICS) is an international 
classification system for technical standards. 
It is designed to cover every economic sector and virtually every activity of 
the humankind where technical standards may be used.

Interesting idea to use ISBN.  It would be a unique identifier.  I am curious 
to know what everyone feels is the best practice for sorting a database on 
harmonized standards.  For example, all of the 61010-1 national derivatives and 
national differences for IEC, EN, ANSI, CSA, UL, etc.  

I have in a spreadsheet a separate publisher column and the base document 
number.   I also track publication date and date of withdrawal, if available. I 
am a bit of a pack rat in this regard, I keep most of my data forever plus or 
minus a few decades.

Sometimes when I have an updated publication available, I do a textual word by 
word comparison document to flag the differences.  I am frequently surprised 
and the number of "editorial" changes that do not make it into the change logs 
or the magazine articles or even the big four certifying agencies here in the 
USA.

When you have bazillions of standards, the ISBN is handy as a unique identifier 
(unique and/or primary key), as each version has different reference; otherwise 
no other significant use. For example, an excerpt from my database:

My company is being asked to add BIS accreditation to “component” power 
supplies.
I am unable to find a reference to this inclusion in the India Gazette, but did 
find the opposite at the FAQ here; http://meity.gov.in/esdm/standards

“The Compulsory Registration Order applies to finished goods and not the spare 
parts, CKD or SKD units.”

Is the requirement for “component” power supplies to have their own BIS 
accreditation in the standards IS 13252 ; IS 616?
Other than the testing lab saying this in a letter I cannot find this 
requirement.

Be prepared for lots of frustration.

Assuming your product is not HSE (Highly Specialized Equipment) you will have 
to get BIS registration for your product.  This involves (re)testing in India.  
Some familiar NRTLs can do the testing, but it must be in-country (even though 
you may already have CB certification).  The certification process also 
involves providing a lot more information about your production facilities than 
you're used to providing.
Power supplies (AC-DC and DC-DC) now also require separate certifications.

I recall some time ago reading information on minimum sound pressure level for 
acoustic warning in noisy environments.  It was possibly in an IEC standard or 
a handbook making recommendations. As I recall the recommendation was something 
like warning bells, horns and klaxons should be 3 to 6 dB SPL above the ambient 
noise level in the immediate work area. If this is not possible or operators 
may be wearing hearing protection, then visual warnings should also be included.

Can someone point me in the right direction?

You might try the EU rapex database of products with removal / recalled from 
market (do not meet Directive requirements).

The stringency, and the enforcement procedures, vary in the different Member 
States. For example, in Britain, prosecution is a last resort, because it is 
very costly and the outcome may be uncertain. But the authorities can be VERY 
persuasive. Non-compliant products are confiscated, and the thought of a future 
involving a watch on every new product introduction easily convinces 
manufacturers and importers that co-operation is the best policy.

Hi,

I am interested in understanding how stringent the enforcement of CE marking 
directives is within the EU.  Is there someplace where we can find enforcement 
actions that have been taken against companies for placing products on the 
market that don't fully meet the applicable Directives?   I am most interested 
in the EMC, LVD, MD, and R Directives.
