RE: Argentina Approval/Certification
Mr. Najafi, The regulatory framework in Argentina will require mandatory certifications for IT type equipment starting in September of this year. Nemko has recently signed an agreement with IRAM, Where we can process the certification for clients, and perform the required semi annual audits of their facilities. This agreement requires Nemko to have issued a CB report or Nemko Certificate on the product. The costs from IRAM are identified in the message we received from our office in Norway. There will be an additional fee of $1,000 for Nemko to process the paperwork and an additional fee if the product does not have a CB report or Nemko Certification. If we can be of any further assistance, please do not hesitate to contact us. Brian Greaney (619) 755-5525, x206 Email from Norway, dated 5/18/99: -Original Message- From: Sollie Trond [SMTP:trond.sol...@nemko.no] Sent: Tuesday, May 18, 1999 8:39 AM Subject:Nemko agreement with IRAM Argentina signed Dear colleagues Please note that on 14.May last week, the agreement was signed between IRAM and Nemko. Hence, we are now in position to offer our clients Nemko Direct service also for Argentina, where mandatory certification is now being implemented, (from 1.June 99 for household appliances and el.installation material and from 1.Sept.99 for IT and audio/video equipment). The prices for IRAM certification are: Initial fee: (Based on test and inspection reports from Nemko)(Safety generally based on IEC std. No EMC required) USD 700 for 1 product family, USD 1000 for 2, and USD 200 for each additional. (The definition of product family is not yet fixed and are subject to IRAM judgement, based on the applicant's/our justified proposal. Examples of different product families from one manufacturer may be desk-top PCs, lap-top PCs etc. or dish washers, washing machines etc. Hence, the bigger the product family the less cost per individual model certified. In case of applications for only one or a few models, however, the unit price may be relatively high). Semi-annual fee: (To be invoiced in January and July) USD 1200 for 1 product family, USD 1800 for 2, and USD 300 for each additional. This fee covers IRAMs review of the MC6 and MC7 inspection reports from Nemko, IRAMs participation in joint factory visits (when considered required, probably every 2 year) and IRAMs market surveillance in Argentina. The rule is 2 factory inspection visits per year. Travelling costs are additional. Expected normal delivery time is 2 weeks for preliminary certificate by fax and 5 weeks for final certificate. IRAM and the Argentinean authorities are geared to adjust as one goes on this new scheme, and further details are therefore not available i.e. before some operational experience is gained by IRAM. Re: Argentina Approval/Certification
Hello Nezam, Documentation required includes: 1. Safety testing: Test Reports have to be in the IEC format. In Argentina all IEC standards are converted into IRAM Standards. The main difference to the IEC standards is the Spanish language. IEC based test standards will be accepted. Please keep in mind the voltage avilable. 2. EMC testing: Currently there are no requirements with regard to EMC. CISPR Standards are currently converted into IRAM Standards. The first drafts exist. 3. Additional documents: This documentation is the basic documentation necessary for the type approval certification Application letter A signed Authorization letter by the client with the company head letter. A declaration which indicates the importer or the location of the Sales Outlet in Argentina (The certification body is required to submit this information to the authorities in Argentina to be in the position to perform inspections for compliance to the tested product.) Users manual in Spanish language. All Safety warnings on the rating label in Spanish language. No test sample is required except for Plug-approvals, however the right remains to require a test sample. I have been told turnaround time is 2-3 weeks but IRAM is under heavy load and would not quote this lead time. RE: Argentina Approval/Certification
It is my understanding that Argentina now requires a CB Certificate and CB Test Report for certain ITE. A CE marking does not require a CB examination, and can be based on a variety of self-declaration techniques. I see no good reason for Argentina to accept a CE mark- ing which is entirely based on a European Union decision. We have CB Reports done for all products, requiring that they list all 33 or so countries participating in the CB Scheme (www.cbscheme.org). Although Argentina is not a participant, what document can be provided that is third party tested to more global requirements?
