Yes, fire-safe cigarettes required in U.S. after 2011. Canada and EU 
requirements preceded the U.S. regulations. 

My recently developed hood test to verify my new side panels - fire up a dry 
cigar (cigars correctly stored in humidor will typically self-extinguish after 
about 50 to 100 sec). No complaints = successful test. Wrote an formal 
procedure for this test and submitted it on employer's ISO form.

Many standards has switched over to specifying methenamine 
tablets<https://standardslaboratorysupply.com/product/methenamine-timed-burning-pills/>,
 also known as “fire pills”. They simulate a lit cigarette while allowing for 
more repeatable testing. Although smoking is prohibited on many flights, it 
occurs with some regularity and might be considered “foreseeable misuse”.
